Problem

Since VA Smalltalk is a 32-bit application, it must interface with the 32-bit version of the Oracle Instant Client; however, not all of the necessary base components are installed by default on a 64-bit Windows system.

Solution

The missing components are available for download from Microsoft in the Visual C++ 2010 Service Pack 1 Redistributable Package MFC Security Update:

Install this package prior to or after installing the 32-bit Oracle Instant Client code.
