If you encounter a Debugger window during IC packaging, it is highly recommended that you close the Packager Control Panel and the Debugger window before continuing. A common error during IC packaging occurs if a PackagingInstruction class refers to an Application that has not been previously loaded into the development image.

Ensure that all Applications referenced within the PackagingInstruction class have been loaded into the development image before continuing. Once you have performed this check, begin the IC packaging process again.

Failure to close the Packager Control Panel can cause errors with subsequent loads from the VA Smalltalk library. The symptom during loading is that the loads does not complete and will require you to invoke a user break.
